The Illinois Department of Commerce decided to plug that state's
business opportunities by buying an expensive eighteen-page special
section in Business Week magazine.  It looked great, and might have
worked too, except that the phone number to call for more information
was wrong.  Callers found themselves talking to the Illinois Department
of Mental Health.
