It   has  to  work  that  way  to  allow  for  variable  argument
substitution in ec's, do's, abbrev's, etc.  Such things are often
constructed in such a manner that a null interation set may exist
in  the final, expanded command line.  Suppose you have an abbrev
for  examining  any and all **.mail segments in a particular dir.
When  you  invoke  it,  you  don't  know  if  there  are any such
segments.

If the line contains something like

	...   ([segs **.mail])   ...

you  don't  want  it  to  execute  at  all  if  there are no mail
segments.

There may be other reasons, but I'm fairly sure that's one of the
more important ones.
